I want to by a exercise bike for my dad for his bday. I dont have much money, and the main things i want is a heart rate monitor built in if poss and it to be as quiet as possible!

Ermmm well the cheap way is to get some rollers and put a bike ontop. You can buy a heartrate moniter in any bike store.
